ATTN CHB Users: CBP is issuing incorrect release dates

Please be advised that beginning on January 18th, 2012 CBP began issuing incorrect release dates via ABI, this has continued today January 19th.

They have issued CSMS # 12-000013 To view the message go here: http://apps.cbp.gov/csms/viewmssg.asp?Recid=18581

They have not advised what brokers should do, nor what their plans are to resolve the situation. Questions regarding this issue should be addressed directly with your assigned ABI representative at CBP. We will continue to monitor the situation and provide any further information if CBP issues an update regarding this issue.

Update from CBP 01/19/2012 01:55 PM EST CSMS# 12-000014 - Cargo Release Processing Results

A fix has been identified for the Release date formatting issue reported in CSMS 12-000013. It is anticipated that the fix will be delivered later today. Updates will continue to be provided as soon as available.

Update from CBP 01/19/2012 05:45 PM EST CSMS# 12-000015 - UPDATE - Automated Broker Interface

A fix for the Release date formatting issue was delivered and confirmed at approximately 4:00pm est. Users should no longer receive the incorrect date format in Cargo Release Processing Results (RR). Resolution to correct the affected Release Dates will be forthcoming.

Please note that Release 11.12 is now available for IES Desktop Customers.

We encourage you to review the Release Notes and Resolved Issues document at your convenience.

The PDF document has been posted online at the following URL:

If you would like to update your IES desktop software to reflect the latest release, please submit a ticket, select Core System as the department, hit Next, title the subject 'Request Update' and hit 'Submit'.

There is no need to request an update if you exclusively use IES web-based products such as eCellerate or AMS. This update is only for IES desktop products such as Ocean and Air Import, PO Direct, Accounting, etc. In addition, please note that IES Hosted customers have already been updated and do not need to request an update.

An Update on ACE

With CBP moving import processes to the Automated Commercial Environment (ACE), we would like to take this opportunity to update our customer base on the IES transition to ACE.

IES Ocean AMS Customers – CBP has announced that Ocean AMS will be the among first items of the CBP legacy trade processing system to be decommissioned. In response, IES has successfully passed the testing requirements for M1 and has already transmitted test data to ACE. We will be working with select beta testers in the new year to submit data to ACE via our Ocean AMS web-based application.

CHB Customers are Already Using ACE! For every bond query sent, 5106 filed, or Periodic Monthly Statement you have received; you are already interfacing with the ACE system at CBP.

What about ACE Entry Summaries? We plan to include ACE Entry Summary as part of the IES CHB desktop module in April 2012. IES continues to expand our ACE entry summary development and will be working with selected beta testers during the rollout process.

How much does it cost? The IES ACE Entry summary addition to the CHB application and all ACE functionality within CHB is FREE to existing CHB customers. Likewise, Ocean AMS ACE functionality will be FREE to existing Ocean AMS customers.

As per CSMS Messages 11-000279, 11-000223 and 11-000284, IES staff will be attending intensive seminars to target the specifications of the ACE ocean manifest functionality as well as the ACE entry summary processes.

What will be changed in the CHB module? With the exception of several additional fields within the application, much of the IES CHB interface will remain the same. The workflow and overall structure will be very similar to the current CHB program and will require very little training. When the ACE functionality is added to CHB, IES will include detailed procedures within our Release Notes that will be available for download online or from the IES eSupport portal.

Many of the changes will be applied to the underlying structure and programming behind the application. ACE entry summaries will be transmitted via ABI just as ACS entry summaries are currently transmitted via ABI.

Finally, we encourage you to review the 'Next Steps' portion of this email to the right for additional details on how to become a beta tester. Beta testing slots are very limited, so we ask that you kindly complete the beta testing request form at your earliest convenience to express your interest.

IES will have very limited availability for beta testing in the new year for both Ocean AMS ACE functionality and the ACE Entry Summary process within the CHB application.

There are only three (3) slots for beta testing for each of these products.
